The Congressional Black Caucus was formed in 1971 by the 13 African-American Members of the U.S. House of Representatives “to strengthen their efforts to address the legislative concerns of black and minority citizens.” Since then the informal Members’ caucus has grown in size and influence in Congress. The 42-Member organization formulates a congressional budget resolution each year and hosts an Annual Legislative Conference that brings together black leaders from around the nation. It is expected to play an even larger legislative role in the 111th Congress with one of its former members, President-elect Barack Obama, in the White House. This seminar will explore the intersection of the Black Caucus, the congressional committee system, and the president’s legislative agenda.
