Upon introducing the Every Student Counts Act – legislation to increase high school graduation rates and reduce dropout rates – Congressman Robert C. “Bobby†Scott (VA-3) issued the following press release and one page description of the bill. Rep. Scott’s intention is to have the provisions of this bill included in the next reauthorization of the Elementary and Secondary Education Act in order to strengthen the high school graduation rate of our nation’s students, particularly low-income and minority students who have higher dropout rates than other students.
